<html><head><meta http-equiv="content-type" content="text/html; charset=utf-8"></head><body dir="auto"><div><div><span style="-webkit-text-size-adjust: auto;">I would like to thank Leena Romppainen for her nomination to serve as the North American representative on the Executive Committee of the Noncommercial Users Constituency. It is with sadness and regret that I respectfully decline Leena's request that I serve. </span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">One reason I feel compelled to decline the nomination is that I don't live in North America. We currently have very liberal rules in the NCUC about geographic residency qualifications. For example, I currently possess three passports and I could run for the seat for North America, Europe or Asia. I think that's wrong. As I was beginning the bylaws revision process I thought about this, realized that I strongly believed in a residence based rule and that I held my current position in contravention of my own beliefs. I try not to do things like that. If I were to accept the nomination it would be for Europe, where I live, and we already have a few fine nominees for this region that undoubtedly could do a better job than I. One already has.</span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">The larger reason, though, is that I don't feel I could be very effective in the position from either region as it currently looks like things are shaping up on next years EC. This isn't about holding a position for me, it's about getting things done. We're maturing as a Constituency, thanks largely to the great outreach done in past years by KK and Robin Gross. We're getting bigger, more diverse, accommodating a wider spectrum of views. We're growing from a Constituency of folks who know and like each other to one where individuals may not always like each other or share common beliefs. That's actually a good thing but it requires an institutional infrastructure capable of dealing with the change.</span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">The good news is we're getting there. My colleague from Finland has done an amazing job in trying to institute some basic transparency mechanisms into our procedural arsenal. For example, I believe Tapani authored the first set of minutes in the history of the NCUC EC. I'm greedier than that. I want an EC with regular meetings, agendas, transcripts, historical archives. I want comprehensive bylaws, operating procedures, an EC run by rule rather than by some convention known only by those who have been around for years. In my view we need to make things accessible to newcomers and transparent to all.</span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">These things are probably not going to happen this year and were I to accept the nomination and be selected, my focus on these procedures, a focus some don't agree with, might not allow the EC to do other things that need to get done. There is so much to be done. In the end it's probably best that somebody else gets the chance at moving the Constituency forward until it reaches the level of maturity where I actually can make more of a contribution by doing the things I believe need to get done.</span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">I would like to thank everyone who supported Leena's nomination of me. I'm particularly proud that I received the support of all four of the regional EC representatives who have served with me this year. Someone has posted elsewhere that incumbents should not endorse each other. I disagree. The people who serve with you are the people who best know what you've done. Thank you Carlos, Peter, Wilson and Tapani. It has been an honour to serve with you. </span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">And to the many newcomers who added their support thank you. I understand the unease some of you have with some of the things you've seen as this election process has unfolded. I share your concern and that is a big part of the reason I will not be at the NCUC meeting in Buenos Aires this week. Things will change, hopefully with your help, as the Constituency evolves into a more diverse group based less on relationships and more on competence and shared interests. It's a natural part of organizational growth and the NCUC is at that awkward stage right now. Please stay with the group, help it mature, but as you do never let anyone again tell you to curb your enthusiasm for anything to do with the NCUC. This organization's future, after all, is in your hands.</span></div><div><span style="-webkit-text-size-adjust: auto;"><br></span></div><div><span style="-webkit-text-size-adjust: auto;">Thanks everyone for an interesting year.
