<p class="MsoNormal"><span style="font-size:12pt">I am Peter Green (also Zuan Zhang) from
China Organizational Name Administration Center (CONAC), Beijing, China.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">I joined NCSG and NCUC about a week before
ICANN 46</span><sup>th</sup><span style="font-size:12pt"> meeting hosted in Beijing in April. And I have had the
honor of meeting many of you when attending NCSG Meeting.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">In the past few months, I have been
following discussions both in ICANN and GNSO, as well as in NCSG and NCUC. I am
eager to find the point to fit in those discussions with you. Now I think it is the good time and opportunity.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">Based in CONAC, a not-for-profit public-benefit
organization in Beijing, a pivotal representative of the Chinese Internet
community, I would like to indicate and express my interest in serving as an
Asian representative of Executive Committee in NCUC.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">Currently, I serve as Policy Analyst and
International Affairs Assistant in CONAC, intensively focusing on ICANN and New
gTLD program. I have interest in the bottom-up, consensus-based multistakeholder Internet goverance model and experience in new gTLDs, IDNs, WHOIS, etc. We have delivered
a comment regarding WHOIS Policy Review Team Final Report, in which we proposed that
with the upcoming flood of new gTLDs, “WHOIS information disclosure should meet
the legitimate requirements of applicable laws of legal jurisdictions. Except
for a guarantee of reliable, accurate and complete WHOIS data, in order to
ensure security of domain name WHOIS information, it is proposed to explore the
possibility of making classifications of domain names, domain name registrants
and WHOIS data users, reasonable restrictions should be imposed on WHOIS data
access according to the categories. That concept is in consistent with the
recently published Draft Next Generation gTLD Directory Services Model, which
stated that “gTLD</span><span style="font-size:12pt;background-color:rgba(255,255,255,0.589844)"> registration
data is collected, validated and disclosed for permissible purposes only, with
some data elements being accessible only to authenticated requestors that are
then held accountable for appropriate use”. I indeed would like to share that and
other concepts with interested parties.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">Besides, inspired by a talk with Mr. Chris
Dillon whom I met in Beijing, and with my motto "Internet--- the connector of souls
and civilizations”, if appropriate, I would tag myself as the bridge to you and
I cherish every opportunity to communicate with people from different regions of
the globe with different ideas and concepts.</span></p>
<p class="MsoNormal"><span style="font-size:12pt">Lastly, I owe you my great apology for not
being attending the ICANN 47</span><sup>th</sup><span style="font-size:12pt"> meeting in person, but I will be in
remote participation to keep up with you.</span></p>
