I've tweaked the text slightly to incorporate Alain's excellent suggestion to distinguish between telecenters and cyber-cafes, and emphasized that the comment is not an official decision of the Exec Committee.</font> </p>

Although several signatories are officers of either the NCSG, Non-Commercial Users Constituency (NCUC) or Not for Profit Organizational Concerns (NPOC) Executive Committees (ECs), this comment is being sent in our personal capacities as either individual members or organizational representatives of members of NCSG.</font> </p>
