I do agree that Europe has a lot of diversity (languages, culture, etc.), as does Latin America (languages, culture, etc.), and as does the Caribbean (languages, culture, etc.). I don't think this is about diversity. It is about making sure we include the Caribbean. For most of us in the region, 'Latin America' refers to the range and diversity of countries in Latin America. 'Latin America and the Caribbean' refers to the range and diversity of countries in Latin America PLUS the range and diversity of countries in the Caribbean.<br>

I think you will agree, in Europe there is a lot of diversity. For example, the situation for users in Germany is not the same as for users in Cyprus, or the Azores (these latter islands in the middle of the North Atlantic Ocean), not the situation in Moldova or Albania the same as in England or Portugal.<div>
<br></div><div>There is a huge diversity in terms of culture, language, religion, economy, connectivity to the Internet backbone, services provided by local Internet organizations, education and so on...</div><div><br></div>
<div>Maybe bringing diversity as an argument on "not to" make a region isn't such a good idea...</div><div><br></div><div>I'm sure we can extend this rationale to Africa (and the arabic countries) and to Asia and the Pacific region.</div>

Thanks Tracy,<br><div><br></div><div>Yes ICANN regions are defined for us. Besides reasons of geographical or taxonomic convenience or even simplicity, grouping LA and the Caribbean in a single "region" implies some sense of homogeneity, cultural or economical or political or otherwise. In fact the world is more complex than that. For instance a number of countries in South America and certain regions in Central America are more "Caribbean" than "Latin". So a simplified and limited geographical taxonomy is going to be inadequate from many perspectives. Economically and otherwise many Caribbean islands are more linked to North America than to Latin America.</div>
<div><br></div><div>When I worked at IDRC, the programming in the Caribbean was lumped under a single LAC region. The regional IDRC office for LAC was based in Montevideo, so in practice, program officers from the HQ in Ottawa would do most of the programming in the Caribbean, if only because travel between the Caribbean and Canada was cheaper and easier than between Uruguay and the Caribbean.<span></span></div>
