Thanks for this call for reflection.

I would like to add here some suggestions: Before the elections,
all candidates (even if uncontested) should present their
experience, intentions, and visions to the electing public. And
while this will give every candidate an opportunity for
self-expression, I think the Executive Committee should announce
and invite all candidates to make such a presentation, within a
specific framework, for example:

- date when to submit such a statement, and to which address,
- some fixed points to be stated: like present base from where
relating to NCUC, since when personally involved in NCUC (and
since when in any other ICANN or similar environments, if any),
-any other point the ExCom might want to add,
- some indication of "up to how many words" for the whole
presentation.

I think that also the latest item is important so that the
different statements are somewhat comparable. (I say so after
having read many, and having written some such statements.)
potential candidacy.

Milton's note hints at the possibility of becoming a member just
in time to run for office. This raises an issue in my mind.

Should people who seek elected positions in our organizations be
required to be members for some reasonable time period before
being eligible for nomination (or appointment)? Currently, the
charter says "any active member" can run.

Of course finding people willing to serve is already a
challenge. But I am concerned that people holding positions
that represent our constituencies have a deep understanding of
the groups' positions and history. They will represent us/our
positions to other groups, and retractions/corrections can be
costly. They need to know us; and we them. There is a big gap
between applicable experience, and actually
following/participating in the groups' discussions and events.

One could argue that's what election campaigns are for, but with
uncontested elections it seems too easy for someone (with the
best of intentions) to parachute in to a position that (s)he
isn't ready for.

One could also argue that someone could trivially meet a time
requirement by being a passive member who signs up, but never
participates.

And we shouldn't create unreasonable barriers/complexities to
holding office.

Nonetheless, I suspect that having some baseline standard is
likely worthwhile.

Something to consider for the next time we revise our charters?
