I don't know Poncelet, and this comment
is not intended to be a reflection on the merits of his potential
candidacy.

Milton's note hints at the possibility of becoming a member just
in time to run for office. This raises an issue in my mind.

Should people who seek elected positions in our organizations be
required to be members for some reasonable time period before
being eligible for nomination (or appointment)? Currently, the
charter says "any active member" can run.

Of course finding people willing to serve is already a challenge.
But I am concerned that people holding positions that represent
our constituencies have a deep understanding of the groups'
positions and history. They will represent us/our positions to
other groups, and retractions/corrections can be costly. They
need to know us; and we them. There is a big gap between
applicable experience, and actually following/participating in the
groups' discussions and events.

One could argue that's what election campaigns are for, but with
uncontested elections it seems too easy for someone (with the best
of intentions) to parachute in to a position that (s)he isn't
ready for.

One could also argue that someone could trivially meet a time
requirement by being a passive member who signs up, but never
participates.

And we shouldn't create unreasonable barriers/complexities to
holding office.

Nonetheless, I suspect that having some baseline standard is
likely worthwhile.

Something to consider for the next time we revise our charters?
It has been a year and elections are upon us. We
need to elect an NCUC Chair and an NCUC Executive

are:

1. NCUC Chair
2. NCUC EC – Europe
3. NCUC EC - Africa
4. NCUC EC – Asia and the Pacific
5. NCUC EC – North America
6. NCUC EC – Latin America

October 15-31: Nominations submitted to list (please
confirm with the nominee in advance, self
nominations are welcome)
November 1-14: Develop ballot w/ICANN staff,
