Not the first alternate root scheme, but noteworthy as an IETF Draft
from the world's largest oppressive Internet censorship regime.  The
world is not going to put up with ICANN's approach forever.  Our goal
should be to craft a purpose-built alternative to both ICANN and the
UN/ITU nightmare.
