As it was NCUC that requested (successfully) the Council to call for an Issues Report in order to determine whether to initiate a Policy Development Process on this issue, and as the Issues Report will be debated by the Council shortly, I (as one of the Council representatives) would feel much more comfortable knowing the concerns and views of NCUC members.</DIV>
