Yes, this is very straight forward and hits the nail on the head: ICANN staff attempting to change GNSO policy through labeling it "implementation".<div><br></div><div>It might be worth publishing a "glossary" of what words mean in the ICANN context (another universe) for new-comers. For example when ICANN staff says it will "synthesize" public comments, what is meant is "throw into the trash those comments that don't agree with position taken by ICANN policy staff".
