<p>After having been out of the ccTLD administration in Cambodia (which I had created in 1996) for some time, I am now being called back in again to help to clarify what the "multi-stakeholder" approach implies - in a society where there is not so much of an established role for civil society and the private sector - as over against "the government."</p>
