Dear NCUC members,

I am thankful for Antonella’s proposal to nominate me as a candidate for
the next EC as the LAC representative, and of course, to all of you who
have supported me. Below you will find my *Statement*.

About Me

I’m from Cordoba, Argentina, the second biggest city in the Country and a
big students city. I am an associate at a Law firm, where I work mostly
with Intellectual Property related matters and digital law. I also work at
the National University, doing outreach work assisting local governments to
implement Open Government policies and civic technologies. As a digital
advocate, I have created an NGO that aims to participate in the Internet
Governance ecosystem both at a local and global scenario. After three years
of creating the NGO we have organized different events on e-voting, digital
feminism, digital law and open government. Currently, I am serving as a
consultant at the central government of my Province representing civic
society for digital policies. Furthermore , I am a member of the Global
Network Executive Committee, working as a liaison between the local
chapters in more than 30 countries and the HQ. Last but not least, I have
been engaged with Internet Governance issues since late 2015. Since then I
have followed and taken capacity building workshops (including internet
governance schools) and I have participated in national and regional IGFs,
hoping to participate in the global IGF the year for the first time.

Experience in ICANN

My experience in ICANN started two years ago, where I was first included in
the LACRALO members-list. I must admit it took me a good couple of months
understanding what these members were discussing and specially, how to
contribute to the process. After I did learn more of the LACRALO’s agenda,
I confirmed the fact that ICANN is a strong and powerful IG platform to
participate in. Last year, I was accepted as a fellow for the first time,
to attend ICANN62 in Panamá. In this opportunity, I became more aware of
the NCUC and met same of its members, who were kind enough to explain me
the different lines of work and current state of the constituency, and I
decided this is where I wanted to contribute and focus my work in ICANN the
most. After last ICANN64 in Kobe, I followed the NCUC agenda and interacted
with members of the EC to get the background and knowledge needed to
participate accordingly.

Goals and proposals

My goal is that to serve efficiently to the NCUC Executive Committee as the
LAC Region representative and to empower my advocacy capacity on internet
policies and internet related matters, both at ICANN and at other Internet
governance platforms. Another goal is to raise the concern of the LAC
region in an accurate fashion, to represent the users concerns of my region
and to help the EC on a daily basis, in order to be part of the
achievements and progress of the whole constituency.

Outreach., ICANN and the NCUC are still mostly unknown or misinterpreted
within the Internet and technology ecosystem in the LAC region, for this
reason I believe that reaching out to civil society, and the broad
ecosystem in the region is of the utmost importance, in order for others to
joins us and for many to be aware of what we do at the NCUC. Regardless of
the ecosystem in the region, every ICANN meeting has a new group of fellows
or newcomers from the LAC region, so reaching out to this newcomers who
relate to non-commercial interests and are not yet members is also part of
my strategy, to ease the incorporation of these participants inside our
constituency just like other have done with me.

In-reach. I would like to continue the work that has been done during the
terms of the past representatives in regards to communication and to be an
active members of the EC in the advocacy processes that will take place,
the drafting of public comments, the PDP’s, and any other to come.

I am at your disposal for any questions or concerns that you may have, I do
support the idea of proving myself through concrete work either than
writing long statements, so I tried to keep it short and simple, but here I
am to answer questions or clarify anything you may have a doubt on.

I once again thank the colleagues that proposed me and supported me in this
past weeks, those who met me know of my background and work, and I must
admit I feel humble for their statements.

Kind regards,

Franco
