The Annenberg School for Communication’s Internet Policy Observatory has teamed up with the Center for Technology and Society at the University of San Andres, Derechos Digitales, the Center for Technology and Society at FGV School of Law in Rio, the Group for Internet Studies at the University of the Andes in Bogota, and R3D in Mexico to organize the third regional Research Methods Workshop for Internet Policy and Advocacy in Buenos Aires for the Latin American and Caribbean region.

The workshop seeks to provide a venue for stakeholders in the region to consolidate existing advocacy and research ventures with more robust analytical and evidence-based approaches. The program brings together young scholars, activists, lawyers, and technologists for an intensive five-day practicum on using methodologically rigorous, data-driven, and contextually appropriate research for advocacy. Sessions will cover both qualitative and quantitative methods and will provide the space for hands-on activities and opportunities to apply these skills to impact real-world internet governance policy decisions. In this way, the workshop will offer opportunities to connect scholarly expertise with policymakers and advocates and improve working synergies between emerging networks of civil society organizations, academic centers and think-tanks. The goals of the program are to strategically build collaborative possibilities across sectors, expand research capacity within practitioner and digital rights advocacy communities, and to provide the skills and know-how to use research and data to advance advocacy efforts.

The program will provide skill-building tutorials on the following topics:
- Defining and framing research topics and questions
- Conducting desk and archival research
- Researching law, policy and regulation
- Questionnaire/interview design and techniques
- Conducting surveys and public opinion research
- Network measurement
- Social network analysis
- Data visualization
- Translating research into action: dissemination for advocacy and policymaking impact
- Developing proposals for funding and creating actionable research agendas

We encourage individuals from Latin America and the Caribbean in the academic (early career), NGO, technology, and public policy sectors to apply. Prospective applicants should have a particular area of interest related to internet governance and policymaking, censorship, surveillance, internet access, political engagement online, protection of human rights online, or corporate governance in the ICT sector. Applicants will be asked to bring a specific research question to the program to be developed and operationalized through trainings, group projects, and one-on-one mentorship with top researchers and experts from around the world.

The course will be mainly conducted in English and applicants should have high proficiency in English in order to interact with experts, lecturers and other participants who will come from diverse backgrounds. A limited pool of funding in the form of travel support is available and will be allocated based on the strength of the application, fit with the workshop, and demonstrated need.
