Nothing wrong with the signup site, the error you may be seeing is as there is mixed content on the site but all parts of the signup and application pages have correctly configured SSL with an A rating https://www.ssllabs.com/ssltest/analyze.html?d=fellowship.icann.org&latest

Strange as it seem to be fine at my end. In that case I suggest you write a mail to Janice - AKA Mama J[1] who may then get across to technical folks at ICANN.

Yes. I (also) use the HTTPS-Everywhere (from EFF) plugin. It has an
exclamation stating that is not properly installed.
