A few things:

1) You should insist that any form of Internet Governance only proceed
once the WSIS delineates the key characteristics of the Internet.  You
also need to make sure the outcome document from this CSTD proceeding
identifies the Internet in particular as having unique characteristics
that need to be recognized before public policy areas are recognized,
no less acted on by some intergovernmental body.  The outcome
documents from last May followed the same pattern of the WSIS
documents in general, of making almost no references to Internet
(except in the term "Internet Governance"), only using the terms ICTs
or telecommunications/ICTs.  See:
