ICANN Board avoids decision on GNSO reform

The ICANN Board passed the controversial new gTLD policy, although
implementation details remain to be worked out. But it avoided making a
complete decision about the restructuring of GNSO constituencies.
Instead it "endorsed the recommendations of the Board Governance
Committee's GNSO Review Working Group, other than on GNSO Council
restructuring," and then asked the GNSO to convene "a small working
group on Council restructuring including one representative from the
current NomCom appointees, one member from each constituency and one
member from each liaison-appointing advisory committee (if that advisory
committee so desires)." 

 

This small working group, which will be composed of the people who have
not been able to reach agreement on much over the past 5 years, are
commanded to reach "consensus and submit a consensus recommendation on
Council restructuring by no later than 25 July 2008 for consideration by
the ICANN Board." The full text of the resolution is here:

This will require some tough negotiation over the next month. NCUC needs
to appoint someone to that small WG. Due to the need to understand the
personalities and political dynamics it should probably either be me or
Robin Gross (and of course in either case we would consult each other
closely) but if anyone else is interested let me know.
