New gTLD comments

Thank you very much to Konstantinos, Mary, Milton, Bill, and the
others who contributed to NCUC's statement on the New gTLD Guidebook.

BTW: An interesting comment was published by .org on the new gtld
process and draft applicant guidebook.

The PIR comment describes some of the problems with creating new
rights for "communities" at the expense of other legitimate
interests.  NCUC has had similar objections to this new idea of
"community rights" because they subjugate individual rights to
"community" rights (and are a new concept for law and policy).

And PIR also addresses the VERY BIG PROBLEM of ICANN staff's plan to
eliminate review of DRP decisions by real courts of law.
