Good question!
Here I attach the recent email message from Philip Sheppard, NC chair.
And with regard to the rules for selecting TF members, refer to

I think we should rearrange those participants, and adcom members will
discuss it first. If you have some opinion for that,it could be very
helpful.

Subject: Names Council task forces

As you know each constituency has the right to send usually one
representative to each NC task force (policy issues)  and may participate
in NC committees (administration). This participants are usually the NC
members themselves but you may nominate someone else from your
constituency. See the NC rules of procedure at www.dnso.org for full
details.


Policy issues
Please let me and the DNSO secretariat know the your new nominations for:
The Transfers task force (two nominations allowed)
The WhoIs task force (one nomination)
The IDN task force (one nomination).
(Raul Echebarria remains the non-com rep on the structure task force)
(Milton Mueller remains the co-chair of the UDRP task force for the time being).

YJ and Vany were also members of the ICANN group discussing the evaluation
process for new TLDs and you may wish to nominate one or two people here
also.

Administration
Vany Martinez was a member of the budget committee. You may choose to
replace her if you wish to do so. You may also nominate a rep to the
Intake committee (discussed the NC agenda) if you wish to.

Interim measures
While you decide on all the above, the names of Vany, Milton and YJ will
be removed from their former task forces and committees.
