Two points:

1. It might not be clever to alert the old owner, if one wants the domain.
He may renew (because he forgot), or ask a very high price. And you won't
get the name then. Going for the lottery (esp. if it is not a name that
many would want to have) can be a more sensible option.

2. Speculators will love it. They will let their names expire, just to
find out who is interested and how much...
