Hi!

considering proposals on the list and the evolution of events, here is a
modified proposed resolution on security and stability for the Marina del
Rey meeting in Nov. 2001. I did include the call to recognize the
distributed and decentralized character of the Internet. A second proposal
was made to make specific calls to parts of the ICANN process; since this
was already included in my original proposal I have left it there, in
recognition of the call made on the NCDNHC list.

The draft as it stands now reads:

The Internet's robust design, based among other factors in its
distributed, decentralized nature, necessitates the central coordination
of a few resources, of which domain names, Internet addresses, and
protocol parameters are within the purview and responsibility of ICANN as
an internationally operating and directed, self-regulatory body.
