[Ncuc-af] Topics and Presenters for NCUC Africa Regional Webinar

Hi all,

I agree with Farell on this one. Additionally, if we start on an
introductory note and lay a good foundation, it will set a good tone in
ensuring that when we talk about other listed topic, we will tackle them
with the DNS policy/NCUC perspective in mind.
