[NCUC E-team] on membership

Hi Stefania,

yes the process was long previously but it is getting shorter issue. we are
still working on that. the other issue is the back and forth for applicants
from whom we need more info.
For application review, we are trying to do the review once per month and
keep such frequency to shrink the backlog.
The form and page in ncsg space will be updated to avoid misunderstanding
for applicants and asking some questions to speed up the review. I also put
my mail address for contact there too, if applicant want to send inquiry.
adding any info at ncuc page will be helpful for sure.
