Which is logical—what would be the point of asking members to vote on a text that hasn't been cleared through the staff, whose recommendations will heavily influence the SIC's decision? We could conceivably end up having to put members through a second corrective vote, which would be a big pain, hard to mobilize people twice, especially when there was an obvious way to ensure it need be done only once.
